Can a JPG have a transparent background?

No. JPG does not support transparency. Transparent areas are exported as white unless you choose black.

Is SVG to JPG conversion suitable for icons?

It works, but PNG or WebP is usually better for icons that need transparency. JPG is most useful for sharing on a solid background.
